On the initiative of the Chief Minister, Madhya Pradesh, the State legislature promulgated a Right to Information Act. When it was sent to the Governor for his assent, he referred it to the Union Government for consent when this had not been done in other states. The Union Government recently rejected the proposal.
This is interference in a democratic act of a state legislature. An order of Ram Jethmalani, Union Minister, making certain information available to the public, too was cancelled.
After 50 years, the Government of India is still pondering over a Freedom to Information Bill and has blocked a state from making it a right. In a democracy, the people have the enforceable sovereign right to all information, except such category of information as is specifically notified as restricted in public interest. Clearly the political systems intention is to withhold information in personal interest!
